Carrol is Senior Counsel at Van Scoyoc Kelly, where he focuses on government contracts and corporate governance/ethics. Prior to joining Van Scoyoc Kelly, he served as chief counsel of the Bureau of Engraving and Printing, where he represented the agency in matters of government ethics, government contracting and administrative law. Mr. Kinsey also has experience in the Office of Personnel Management and as a member of the Judge Advocate General's Corps with the Army.
